Natural resource potential of ukrainian regions: theoretical aspect

This scientific article presents the results of research on the theoretical basis of the formation of the natural resource potential of regions.
The purpose of this study is a theoretical study of the formation of the natural resource potential of regions as an economic category. This goal led to a number of tasks: to consider the laws, patterns, principles and rules that form the "Nature-Society" system; analyze the principles of balanced use of natural resource potential; investigate the balanced use of natural resource potential on the principles of sustainable development; consider the key elements and main aspects of natural resource potential; provide the essential content and areas of application of natural resource potential.
The laws, patterns, principles and rules that form the "Nature-Society" system are considered, which define: "The Rule of Limited Resources", which states that all natural resources of the Earth are limited and this, of course, affects the productive forces and social relations; the concept of sustainable development as a program for solving the ecological and economic problems of society in the 21st century; The law of diminishing natural resource potential emphasizes the lower availability of natural resources and the increase in costs for their extraction or reproduction; the formation of the general welfare of its citizens by the state. The principles of balanced use of natural resource potential are analyzed, namely: rationality, environmental responsibility; innovation; circularity, justice. The balanced use of natural resource potential based on the principles of sustainable development was studied, where 3 main types of processes were identified: economic - consists in ensuring development, regulating the distribution of goods, integration into the global economy; ecological - ensure the sustainability of natural systems; natural resource - are the basis for the functioning of the biosphere and ensuring human activity. Key elements (resource base, suitability for use, environmental sustainability) and main aspects of natural resource potential (economic development, social impact, competitive advantages, environmental impacts, innovation impacts, infrastructure development, energy impacts, regional self-sufficiency, geopolitical significance, cultural and historical significance) are considered. The essential content and scope of application of natural resource potential are provided, namely: the total amount of energy from numerous components of nature, the capacity of natural systems, the totality of natural resources, the system of natural resources, conditions, phenomena and processes, the limiting amount of natural resources, part of the natural resources of the Earth and the near Cosmos.
