Artificial intelligence as a factor in the modernization of the civil service system: a managerial approach

Abstract

The relevance of the study is determined by the active implementation of AI technologies in the activities of public authorities, which is accompanied by changes in approaches to the organization of managerial processes, decision-making, and human resource management. The spread of intelligent digital technologies creates new opportunities for improving the efficiency of the civil service while simultaneously raising issues related to workforce adaptation, the improvement of managerial mechanisms, and the achievement of a balanced combination of technological and human factors in governance. The purpose of the study is to determine the impact of AI on the modernization of the civil service system and to substantiate managerial approaches to its effective use in the activities of public authorities. Methods. The study employed methods of theoretical generalization, analysis and synthesis, systematization, comparative analysis, a structural-logical approach, and the generalization of scientific sources. Results. The essence and managerial significance of AI in the modernization of the civil service system were investigated. The main directions of AI application in the activities of public authorities were analyzed, and their impact on the effectiveness of managerial processes was identified. The transformation of the functions and competencies of civil servants under the conditions of the widespread adoption of intelligent technologies and the growing importance of emotional intelligence (EI) was characterized. It was found that the automation of routine procedures contributes to strengthening the role of analytical, communicative, and adaptive competencies of personnel, while also increasing the importance of professional judgment and interpersonal interaction. It was established that the use of AI enhances the efficiency of information processing, improves the analytical support of managerial activities, and increases the effectiveness of public service delivery and public policy implementation. Key organizational, personnel-related, and ethical challenges associated with AI implementation were identified, including insufficient integration of digital infrastructure, a lack of relevant staff competencies, information security risks, limited algorithmic transparency, and unresolved legal issues. Conclusions. The expediency of improving managerial approaches to the use of AI through the development of digital competencies among civil servants, the strengthening of monitoring and auditing mechanisms for intelligent systems, and the implementation of a hybrid civil service model combining AI capabilities, professional experience, and personnel EI was substantiated. Prospects for further research are associated with the development of methodological approaches to assessing the effectiveness of AI use in the civil service system and with investigating mechanisms for its integration into personnel management and managerial decision-making processes.
