Formation of the socio-economic framework for achieving intellectual security of the nation against the background of decentralization processes in Ukraine

Abstract

The aim of this article is to explore the impact of decentralization on the formation of socio-economic frameworks for ensuring national-level intellectual security in Ukraine. In the modern context of globalization and increasing information threats, intellectual security becomes particularly important. The article analyzes how the decentralization process can contribute to improving the management of intellectual resources at the regional level, highlighting potential risks associated with the fragmentation of efforts in this area. It is determined that decentralization can provide greater flexibility for local authorities in responding to intellectual security threats, while also creating the need to enhance coordination between central and local authorities to achieve consistent results.

The research methods include a systematic analysis of the literature, a comparison of existing approaches to intellectual security management in decentralization conditions, and a methodology for forecasting the consequences of decentralization reforms at the regional and national levels. The primary focus is on interdisciplinary approaches that combine economic, social, and security aspects in the study.

The results of the study show that decentralization in Ukraine has the potential to strengthen intellectual security by involving local communities in the management of educational and innovation resources. However, risks associated with uneven development of intellectual resources in different regions and insufficient coordination efforts at the national level were also identified. The article offers recommendations for improving management mechanisms to mitigate these risks.

The conclusions emphasize the necessity of introducing a project-based approach to managing intellectual security, which will allow for the integration of resources and efforts at various levels of governance. This approach will ensure increased flexibility and adaptability to new challenges, particularly in the context of globalization and decentralization.
