Abstract

Relevance. In the context of war and other extraordinary crisis situations, the issue of providing social services to the population affected by Russian aggression becomes extremely important. Particularly relevant is the study of principles and methods of institutional support that can ensure effective assistance at various levels for territorial communities. Objective. The aim of the study is to analyze the principles and methods of institutional implementation that influence the provision of social services for the affected population, as well as to develop a strategy that will facilitate effective organization and management of the process of providing social services in wartime conditions. Methods. The research employs general scientific and specific methods of scientific cognition, including systemic analysis, comparative method, and the method of scientific abstraction; the visualization of the research is presented using tabular methods. Results. As a result of the study, three levels of institutional implementation of social assistance were identified: global, national, and local. A matrix for activating and updating institutional foundations at different levels was proposed, which will promote effective interaction between official organizations and informal institutions. A methodological approach to staging the processes of implementing social measures was presented, based on Poland's strategy for minimizing risks and leveraging opportunities from the influx of refugees from Ukraine. The implementation of such measures will ensure effective reintegration of Ukrainians in Europe, facilitate their return, and restore a socially secure labor market in Ukraine, with increased wages and pensions due to higher tax revenues, ensuring active participation of the Ukrainian population in socio-economic life. This is also expected to lead to an enrichment of cultural diversity and strengthening of social cohesion.
