The role of inclusive digitalization in the development of human capital in rural areas of Ukraine

The article explores the impact of inclusive digitalization on human capital development and employment growth in rural areas of Ukraine. In the current context of global economic shifts, especially amid war and economic instability, digitalization is emerging as a crucial tool to address the existing challenges in rural community development. The article highlights key issues facing rural areas, such as low employment levels, limited access to education and vocational training, and youth migration to urban centers, which restrict economic activity and negatively affect the socio-economic indicators of rural regions. Inclusive digitalization creates new opportunities for rural development. Digital technologies foster new forms of employment, such as remote work, online education, and the development of small businesses through e-commerce, which significantly expand markets and increase income levels. The article examines successful digitalization initiatives and emphasizes the importance of developing digital platforms for education and skill enhancement, which are essential for strengthening human capital. Special attention is given to the role of state and international support in implementing digital innovations in rural areas. It is noted that successful integration of digital technologies in rural regions requires comprehensive support programs aimed at developing digital skills among the population, especially through educational platforms, and creating incentives for entrepreneurs. Government grants, preferential loans, and international support programs may become decisive factors for the sustainable development of rural communities. The article aims to analyze the opportunities of inclusive digitalization to boost employment and human capital development in rural areas of Ukraine. The article also provides recommendations for political measures to support the digital transformation of rural regions to enhance their economic activity and competitiveness.
