The latest reforms of Ukraine's defense procurement in accordance with the best Euro-Atlantic practices to ensure the economic stability of the state and achieve an appropriate level of economic security of Ukraine

Abstract

The article examines the results of the report “Strategic Review of Ukraine-NATO Defense Procurement. High-level Recommendations for Changes and Actions” prepared under the coordination of the Ministry of Defense of Ukraine by experts of Ukraine and NATO member states, approved on July 4, 2024 by the Ukraine-NATO Council and approved at the 75th NATO Summit on July 9-11, 2024 in Washington.

It is noted that the Strategic Review and the recommendations provided in it, as an analytical and conceptual document, initiate the latest stage of reforming Ukraine's defense procurement in the direction of accelerating its approximation to the best Euro-Atlantic practices in order to achieve interoperability of Ukraine with NATO in the field of defense procurement in the foreseeable future.

It is shown that defense procurement is one of the components of the management of the security and defense sector of the state, a means of maintaining the economic stability of the state under martial law and a way to achieve economic security in the post-war development of Ukraine.

The shortcomings of the current defense procurement system of Ukraine noted in the Review have been analyzed and recommendations on strategic organizational changes and procedural measures to achieve them have been proposed to accelerate the reform of the domestic defense procurement system and eliminate existing shortcomings. The recommendations are structured and analyzed by urgency, scope, methods and goals they set for themselves, by periods of war and peacetime. It is substantiated that the implementation of the recommendations in practice is a huge job for military and civilian administration bodies of all levels, most of which must be completed in a short time, up to 3 years. The directions and problematic issues of this work are highlighted, as well as scientific and practical tasks for the professional environment of defense procurement participants that will arise when implementing the recommendations, taking into account the realities of Ukraine.

The article is intended for those involved in defense procurement in Ukraine in the context of the recommendations of the Review, taking into account the state course on strengthening Ukraine's cooperation with NATO.
