Abstract

Тhe purpose of the article is to identify problems, as well as to provide the grounds for the long-term and urgent priorities of regulating employment and regional labour markets in Ukraine in the conditions of combining the spectrum of global, macro-regional (pan-European) and national socio-economic challenges. The study’s methodology involves approaches to the formation of the systemic strategy for overcoming the martial law period consequences, modernizing, ensuring balanced territorial proportions of the economy and employment, increasing the competitiveness of national entrepreneurs and workers, implementing the European integration aspirations of Ukraine. The main results include: the research into the modern methodological foundations of the formation and regulation of the national labour market and its regional components; the identification of deep-rooted and current problems in the practice of employment, sectoral and territorial labour markets, hierarchical activities to manage them in Ukraine; the definition of the immediate and long-term priorities for modernizing Ukrainian territorial labour markets, the State Employment Service and its regional divisions, which are aligned with the principles and practice of labour and employment management in developed countries of the European macro-region; the substantiation of mechanisms and strategic priorities for the all-round arrangement of the issues on diversifying and balancing territorial economic systems, stimulating productive employment, increasing the population professional and qualification potential, organizing decent working conditions, preventing the labour outflow from Ukraine. The conclusion: the increase of the efficiency of labour and employment regulation mechanisms at the regional level plays the significant role in implementing the consecutive strategy for sustaining economic, innovative, and social development of Ukraine, improving the quality of the population labour potential reproduction, strengthening the resilience of national business entities and communities.
