Abstract

The article examines the current problems of optimizing personnel policy in the agro-industrial complex of Ukraine as an important factor in the innovative development of the industry in the context of military aggression. A systematic approach to the analysis of the agricultural labor market according to the data of 2024, a level-by-level analysis of staffing, a structural and functional analysis of educational initiatives, and synthesis methods for developing recommendations were used.

The study identified key problems: a significant shortage of skilled workers, a reduction in labor resources due to mobilization, mass migration, and a demographic crisis in rural areas. The most acute demand is for workers in labor specialties, agronomists and engineers.

A comprehensive approach to solving personnel challenges through the introduction of innovative educational programs, in particular for war veterans, is proposed. Recommendations for creating an integrated digital database of potential employees to optimize employment processes and increase the effectiveness of educational initiatives have been developed.

The practical significance of the study lies in the formation of an adaptive system of human resources that takes into account the challenges of digital transformation of the economy and post-war recovery. The proposed measures are aimed at eliminating structural imbalances in the labor market, increasing the attractiveness of the agricultural sector for young professionals and creating effective mechanisms for the professional reintegration of veterans.
