Abstract

. Poltava region has a significant tourism potential, but its tourism sector is currently under the influence of complex economic, social and political challenges, which makes it important to study its financial and economic status and prospects. The purpose of the study is to assess the financial and economic development of the tourism industry in Poltava region by analyzing the number of enterprises, the volume of services sold, the dynamics of profits, losses and tax revenues, and to identify key factors of influence and prospects for improving the efficiency of the industry.

Research methods: analytical, statistical, comparative, and graphical methods to assess changes in the financial performance of the tourism business in Poltava region, as well as to calculate the dynamics of tax revenues in real and nominal terms, taking into account the level of inflation.

The study found that in recent years, the tourism industry of Poltava region has been significantly affected by external factors, among which the COVID-19 pandemic and the full-scale war have dominated, leading to a reduction in the number of tourism entities, a decrease in demand for tourism services, and a shift in consumer priorities. The financial results of the industry's enterprises, which demonstrate instability, are investigated: an increase in the share of unprofitable enterprises, a decrease in the average level of profitability and increased dependence on external support. The article shows that the rate of payment of tourist tax to community budgets lags behind the overall dynamics of tax revenues, which signals insufficient realization of the tourism potential at the local level.

The conclusions emphasize the need for comprehensive support for the tourism industry of Poltava region, which involves the implementation of a number of strategic measures: state support for domestic tourism through subsidies and grants; reduction of the tax burden for small and medium-sized businesses; active introduction of digital technologies to increase transparency; attraction of foreign tourists and investors through marketing campaigns; and development of educational programs for training qualified personnel.
