Development of Strategic Partnership between Ukraine and EU Countries in the Field of High Technologies: Managerial Approaches and Challenges

Abstract

The strategic partnership between Ukraine and the European Union countries in the field of high technologies is gaining particular relevance in the context of digitalization, global market transformation, and European integration processes. The formation of effective cooperation requires scientifically grounded managerial decisions and effective mechanisms for implementing innovation policy at the international level. Purpose. To explore managerial approaches to the development of a strategic partnership between Ukraine and EU countries in the field of high technologies, identify the main interaction barriers, and develop proposals to strengthen innovation integration. Methods. The research employs a systemic approach, methods of comparative analysis, analysis of the regulatory framework, SWOT analysis, as well as methods of logical and structural generalization.Results. The study identifies key challenges in high-tech cooperation, including low levels of coordination, regulatory instability, and limited funding for innovation initiatives. Managerial mechanisms are proposed, including the creation of joint innovation development platforms, harmonization of standards, and the development of joint educational and scientific initiatives.Conclusions. The development of strategic partnerships with the EU in the field of high technologies is a crucial factor in enhancing the competitiveness of Ukraine’s economy and its integration into the European innovation space. The implementation of the proposed managerial approaches will contribute to more effective international cooperation.
