Current challenges in the transport logistics system in the context of martial state in ukraine and their overcoming

Abstract

This article presents an in-depth and multifaceted analysis of the critical challenges currently facing the transport and logistics system in Ukraine amid the ongoing military conflict. The study explores the profound and multifactorial impact of war on the functioning of transport logistics, with a particular focus on the widespread destruction of transport infrastructure, severe disruptions in supply chains, compromised transportation safety, inflationary pressure on operating costs, and significant labor shortages due to population displacement and mobilization.

Drawing on a wide array of recent scientific publications, analytical reports, and expert opinions, the article systematically identifies and categorizes the key problems affecting the sector. It also provides a structured overview of current mitigation strategies employed by public and private actors. Special emphasis is placed on the documentation and analysis of successful case studies and adaptive practices implemented in Ukraine, including national and local government interventions, rapid business model adjustments, and the support received from international donors and logistics partners. The article goes further to critically assess the short- and medium-term effectiveness of the measures introduced to stabilize the industry during wartime. It highlights emerging trends in the transformation of Ukraine’s transport logistics, such as digitalization, decentralization, the diversification of logistics routes, and the strengthening of public-private partnerships. It also outlines the lessons learned from the conflict that may influence strategic planning in other countries affected by geopolitical instability.

Looking ahead, the article discusses the prerequisites for the post-war recovery and outlines a vision for the sustainable redevelopment and modernization of Ukraine’s transport infrastructure. It underscores the need for coordinated international efforts, investment in smart infrastructure, integration with European and global transport corridors, and the development of a long-term national logistics strategy. In conclusion, the article identifies priority areas for future scientific research, including resilience building in logistics systems, innovation in wartime supply chain management, and policy frameworks for post-conflict infrastructure reconstruction.
