Crisis Management and Strategic Development of the Tourism and Recreation Sector in the Context of Ukraine's Post-War Recovery

Abstract

In the post-war context, Ukraine faces complex challenges that necessitate a reconsideration of approaches to crisis management and strategic planning for the development of key economic sectors. The tourism and recreation sector is gaining particular importance as a potential driver of socio-economic recovery, capable of generating a multiplier effect, fostering employment, supporting the integration of internally displaced persons, and contributing to the formation of a positive international image of the state. The purpose of this article is to explore the potential synergy between crisis management instruments and strategic development mechanisms in the tourism and recreation sector within the broader framework of Ukraine’s post-war transformation. The study analyzes the key challenges and risks for tourism recovery, including infrastructure destruction, demographic crisis, declining demand, institutional instability, and regional disparities. The authors systematize contemporary academic approaches to post-crisis tourism recovery, with particular attention to principles of sustainable development, safety considerations, and cross-sectoral collaboration. A set of policy recommendations is proposed to enhance support for tourism businesses and regional clusters, encompassing institutional, financial, human capital, marketing, and innovation measures. The results of the study indicate the feasibility of integrating the tourism and recreation sector into the overall architecture of national crisis management policy as an instrument of sustainable recovery. The proposed approaches may serve as a foundation for building a flexible, adaptive model of regional development capable of ensuring social cohesion and economic dynamism in the face of prolonged challenges. Future research should focus on an in-depth analysis of regional tourism recovery models with consideration of security risks, the effectiveness of applying «green» technologies in rebuilding tourism infrastructure, and mechanisms for attracting private investment during the post-crisis period.
