Abstract

This article examines the complex impact of crisis phenomena, particularly the COVID-19 pandemic and the full-scale war, on the personnel management system within Ukraine's road transport industry. The study addresses the critical role of human resource management in enhancing the efficiency and resilience of transport enterprises amidst dynamic market changes and unprecedented challenges. The relevance of this research is underscored by the strategic importance of the transport sector for Ukraine's economy and defense logistics, which currently operate under extreme pressure. The article highlights the need to explore modern approaches to personnel policy, including strategic workforce planning, crisis communication, employee well-being programs, and the digitalization of HR processes. It emphasizes the necessity of shifting the HRM paradigm from a supportive, administrative function to a core strategic element for organizational survival and adaptation. The discussion underscores emerging personnel challenges, such as a critical shortage of qualified staff due to mobilization and migration, high employee turnover, and the profound psychosocial impact of the war on the workforce. These factors necessitate innovative and adaptive HRM systems and tailored strategies. The narrative positions the transformation of HR management as a key driver of organizational agility, enabling seamless coordination of business processes and rapid adaptation to market fluctuations. By outlining these thematic perspectives, the abstract provides an overview of the scope and structure of the full article, focusing on the interplay between human capital practices and operational performance in a dynamic and uncertain environment.
