Analysis and Evaluation of the Customs Service System of Trade in the Pre-War and Wartime Periods

The customs service system is a key element of the institutional environment that determines the efficiency of a country’s foreign economic activity, the level of its integration into the global economy, and its ability to ensure stable budget revenues. The purpose of this study is to conduct a comprehensive analysis and assessment of Ukraine’s customs service system in foreign trade during the pre-war and wartime periods, to identify the patterns of its transformation, and to formulate proposals for improving its effectiveness under extraordinary challenges.
In the pre-war period, Ukraine’s customs system underwent significant transformations aimed at harmonization with EU standards and simplification of international trade procedures. However, the military events that began in 2022 radically changed the operating conditions of customs authorities, presenting new challenges related to security, the relocation of trade flows, the fulfillment of defense needs, and the minimization of bureaucratic barriers. The existing customs administration system in Ukraine demonstrates heterogeneous efficiency in peacetime and wartime, which requires a scientific analysis of its resilience, adaptability, and performance.
Insufficiently studied remain the issues of the impact of wartime factors on the quality of customs services, the digitalization of processes, and the organization of logistics chains under crisis conditions. The study applies a system-structural approach to identify the main elements of customs service and their interrelations, as well as a comparative method to analyze performance indicators during different periods.
It has been established that in the pre-war period, Ukraine’s customs system developed toward harmonization with EU standards and simplification of international trade procedures. The military events of 2022 led to a radical adaptation of customs authorities to new conditions, including the introduction of electronic declaration, simplified procedures for humanitarian and defense goods, and enhanced digital interaction with the customs administrations of EU countries. At the same time, problems persist, such as uneven throughput capacity of checkpoints, insufficient transparency of processes, and the need for further digitalization of customs administration.
The practical value of the results obtained lies in the possibility of using the conclusions of the study to improve the regulatory and legal mechanisms of customs regulation, optimize control procedures and develop digital tools for interaction between state bodies and business. The proposed recommendations can be used in the activities of the State Customs Service of Ukraine and in the development of strategies for the post-war restoration of foreign economic infrastructure.
