Global GIS Platforms and the Potential for Their Application in Regional Governance in Ukraine

The article aims to provide a structured description of the possibilities of several global GIS platforms applications as decision-making tools in regional governance in Ukraine. The platforms selected for the study included Freshwater Ecosystems Explorer, Energy and Industry Geography Lab (EIGL), ArcGIS, Quantum GIS, Grass GIS, FAO Geo Network, USGS Earth Explorer, Map of Life (MOL), and UN Biodiversity Lab. The analysis of these digital solutions was conducted according to criteria determined based on the Critical Appraisal Skills Program checklists, specifically: scope of application, clarity of purpose and justification, transparency of data and methods (sources), etc. The main scientific result of the study is a generalised qualitative group description of these tools. It is stated that global GIS platforms can be utilised for urban and regional planning, development, and real estate management, as well as environmental monitoring, thereby contributing to the implementation of the Sustainable Development Goals. Authors have identified that these platforms are characterised by the presence of clear data on information sources, methodology, functional capabilities, and limitations, and also allow for integrating various indicators of territorial development for informed, complex decision-making. The necessity to consider the compliance of the tools' functionality with specific management goals and objectives, as well as methodological consistency with user needs and existing technical limitations, when applying them, is highlighted. The language aspect (presentation of information in English) can serve as a deterrent factor in implementing these tools to support decisions in domestic settings. It is emphasised that when selecting specific GIS platforms, consideration should be given to whether they are implemented as open source tools or commercial products. This determines the bureaucratic and technical aspects of their application. The results of this study can be used by public administration bodies, business structures, and public organisations to inform their decision-making processes.
