Organizational and economic mechanism for managing the region's business infrastructure: conceptual foundations and tools for coordinated development

Existing approaches to business infrastructure management at the regional level often do not provide sufficient coordination between strategic planning for regional development, financial instruments for supporting entrepreneurship and institutional support for business entities. This leads to fragmented decisions, inefficient use of resources and limited potential for the growth of small and medium-sized businesses. The purpose of the article is to theoretically substantiate and develop the conceptual foundations of the organizational and economic mechanism for managing the region's business infrastructure based on the systematization of tools at strategic, tactical and operational levels of influence, which ensures the consistency of management decisions and increases the effectiveness of regional development. The organizational and economic mechanism for managing business infrastructure at the regional level is a holistic, multi-level system of interconnected institutions, processes, tools and regulators aimed at the formation, development and effective use of business infrastructure elements in order to ensure sustainable socio-economic development of the region. Its key feature is the integration and coordination of strategic planning for regional development, financial and economic instruments to support entrepreneurship and the institutional environment in which business entities operate. Table 1 presents a summary of the organizational and economic mechanism for managing business infrastructure at the regional level in a structured form. To achieve efficiency and consistency of management decisions, the distribution of instruments by levels of influence is critically important: strategic, tactical and operational. Such structuring allows ensuring the integrity of management, consistency of actions of various entities, as well as the consistent implementation of strategic priorities into practical business infrastructure development projects. Table 2 demonstrates the interrelationship of the components of the mechanism, responsible institutions and management instruments at each level of influence, creating a clear methodological basis for planning, coordination and monitoring the development of the business environment of the region.
