Abstract

The article examines the transformation of business operating conditions in Ukraine in 2022–2025 and identifies key economic and institutional factors of enterprise resilience during martial law. The impact of war risks on production, financial, logistical and personnel processes is analyzed, as well as the change in business priorities from development to maintaining liquidity and operational continuity. The role of state instruments to support entrepreneurship, in particular tax breaks, deregulation, grant and loan programs, in shaping the risk tolerance of enterprises and ensuring the possibility of business relocation is revealed. The legislative changes of 2022–2025 are characterized, their content, target direction and impact on the conditions for conducting economic activity are determined. Based on data from the State Statistics Service, the financial results of enterprises by type of economic activity are analyzed, trends in restoring profitability and reducing the share of loss-making companies are identified. The scientific novelty lies in the generalization of the relationship between state support mechanisms and adaptive business models as key factors in ensuring the sustainability of enterprises during the war period. It is substantiated that the combination of institutional support and internal business flexibility has become a determining condition for maintaining economic activity.
