Abstract

The agro-industrial complex of Ukraine is currently at a critical point of transformation, driven by the internal challenges of martial law and the external requirements of global market integration. As the backbone of the national economy, providing over 60% of total exports in 2024, the agricultural sector's survival and growth depend on the systematic realization of its innovation potential. This potential has evolved from a mere profit-maximization tool into a vital mechanism for adaptation to extreme risks and reconstruction on a new technological basis.

The article aims to provide a comprehensive analysis of the components and factors for implementing the innovation potential of Ukrainian agri-food enterprises under martial law, and to determine strategic priorities for industry modernization based on digital technologies and sustainable development goals through 2025.

The research employs methods of system analysis, factor analysis of competitiveness, and logical generalization of data from the State Agrarian Register (SAR) and international monitoring systems (IACS).

The study identifies five core components of innovation potential: financial investment, human capital (intellectual), technological, and institutional digital. It is established that the "institutional-digital" component, specifically integration with the State Agrarian Register (SAR), has become a prerequisite for accessing financial resources, such as the "5–7–9%" affordable credit program. The research highlights the shift toward "innovative flexibility," in which AgTech solutions (precision farming, satellite monitoring, and autonomous energy systems) help address resource shortages and labor deficits. Special attention is paid to the synchronization of Ukrainian agricultural policy with the EU Common Agricultural Policy (CAP) and the European Green Deal. The implementation of the FSDN (Farm Sustainability Data Network) is identified as a key tool for monitoring environmental footprints. The study concludes that the future of the sector lies in the synergy of digital transparency, resource efficiency, and high-tech human capital, positioning Ukraine not only as a global food supplier but as a technologically advanced agrarian leader.
