Abstract

In the current conditions of a full-scale war, Ukraine's investment climate is undergoing significant transformations, necessitating an in-depth analysis of the dynamics of foreign direct investment and the factors that determine the state's investment attractiveness amid heightened economic and security risks.

The purpose of the article is to provide a comprehensive assessment of Ukraine's investment climate in conditions of a full-scale war, based on an analysis of the dynamics and structure of foreign direct investment, and to determine the factors that shape the state's investment attractiveness in a period of increased economic and security risks. Special attention is paid to maintaining the interest of foreign investors and the role of international support in ensuring economic stability and prospects for post-war recovery.

The research used methods of analysis, generalization, and systematization. The empirical basis comprised official statistical data from the National Bank of Ukraine and the Ministry of Finance of Ukraine, international organizations, and analytical materials from open information resources. The dynamics of foreign direct investment are studied in the long term, taking into account the impact of crisis phenomena, structural reforms, and military events.

The article establishes that Ukraine's investment climate is characterized by significant unevenness in investment flows, driven by global economic crises, internal political instability, and the full-scale war. It is proven that, despite the high level of risk, Ukraine maintains a positive balance of foreign direct investment, and there is also an increase in investment activity and the creation of new enterprises with foreign capital participation. Key investors and priority areas of activity are identified.

It is concluded that the investment climate in Ukraine is shaped by macroeconomic stability, the quality of the institutional environment, the effectiveness of the regulatory and judicial systems, the level of corruption, infrastructure development, and security guarantees. The conditions of post-war reconstruction and European integration create significant potential for attracting long-term investments. Further improvement of the institutional architecture and increased transparency in economic policy are prerequisites for strengthening international investors' trust and for the sustainable development of Ukraine.
