Development of an Organizational and Economic Framework for Public-Private Partnerships in the Restoration of Transportation Infrastructure

The purpose of this article is to conduct a systematic analysis of the development of the organizational and economic framework for public-private partnerships aimed at the restoration of transportation infrastructure. In accordance with the stated objective, a number of research tasks have been identified, including an analysis of the characteristics of public-private partnership formation in Ukraine, an examination of the structural features of financing public-private partnership projects under martial law, and the identification of directions for developing an adaptive organizational and economic mechanism for public-private partnerships in Ukraine. The main areas of influence of public-private partnerships on the development of transport infrastructure are identified. The role of the state in ensuring the reliable operation of transport infrastructure facilities on the basis of public-private partnerships is substantiated. The argument that, under martial law, the state plays a decisive role in the restoration of the national transport infrastructure is substantiated.
Based on the analysis conducted, an adaptive organizational and economic mechanism for public-private partnerships is proposed, comprising a system of procedures, tools, and rules that ensure flexible, transparent, and effective interaction between the public and private sectors for the implementation of transportation infrastructure restoration projects with minimal budgetary expenditure, rapid launch, and built-in capacity to adjust actions in response to changes in external factors. It has been established that this mechanism includes preconditions that are activated upon the occurrence of specific conditions, monitoring indicators that allow for the assessment of needs and effectiveness, organizational, financial, and legal mechanisms, as well as regulatory and legal provisions for defining the rules for integrating public-private partnerships into national legislation.
