Abstract

The study's relevance is driven by the need to develop resilient strategies for hospitality enterprises under political and economic instability, which is accompanied by market transformation, declining consumer demand, and limited access to resources. In such circumstances, diversification is considered a key tool for ensuring enterprises' adaptability, sustainability, and competitiveness. The article aims to substantiate the role of political and economic factors in shaping and implementing a diversification strategy in the hospitality industry, considering current challenges and transformations of the market environment, as well as to develop scientific and practical approaches to improving the effectiveness of this strategy under instability. The study applies general scientific methods of analysis, synthesis, generalization, systems approach, and comparison to examine external influencing factors and strategic business responses. It has been established that the effectiveness of diversification strategies largely depends on the regulatory environment, access to financial resources, and the level of involvement in international cooperation. The main barriers to diversification have been revealed to be fragmented regulations, limited investment capacity, unstable demand, infrastructure disparities, and a shortage of qualified personnel. Practical examples of diversification practices in both national and international contexts have been outlined, enabling the identification of critical success factors. The need for institutional cooperation between the state and business in developing sustainable management models has been emphasized. It has been proven that in times of crisis, diversification strategies require support through public policy aimed at procedural simplification, development of local initiatives, and promotion of partnership formats. The practical value lies in identifying priority areas for the development of flexible management models in the hospitality sector, which can be implemented not only through public policy, but also through business-led initiatives, partnership formats, and international support, regardless of the effectiveness of state intervention. Future research should focus on creating an adaptive strategic planning model that incorporates multifactorial risk environments.
