Peculiarities of determining the strategy of enterprise information and communication infrastructure development in modern terms

Abstract

The study aims to identify key aspects of strategic planning for developing an enterprise's information and communication infrastructure. It examines issues related to the clarification of conceptual terminology, classification of information and communication infrastructure components, and justification of the choice of a development model in the context of modern challenges of digital transformation.

The research is based on a systematic approach, comparative method, structural modeling, and statistical analysis.

Based on a generalization of modern approaches to defining the concept of an enterprise's information and communication infrastructure, a definition is proposed that considers both technical and organizational management components. The key components of the information and communication infrastructure are identified: hardware, computer and communication networks, software, databases, network resources and services, personnel, maintenance facilities, procedures, and policies. Two alternative models for building an enterprise's information and communication infrastructure were analyzed: traditional (On-Premise) and cloud-based (Cloud), with their key advantages and disadvantages identified. It was confirmed that the selection of an optimal model should consider technological, managerial, economic, social, and regulatory factors. An analysis of international and national trends in the use of cloud technologies revealed that the penetration rate of cloud services in Ukraine is significantly lower than in Europe, indicating a potential for further development of information and communication infrastructure in domestic enterprises.

The development of an enterprise’s information and communication infrastructure is critically important for ensuring the effective functioning of information processes and achieving strategic business goals. The proposed approaches to selecting development models for information and communication infrastructure are intended to optimize the strategic planning process for enterprise development.
