Principles of the Systemic-Universal Approach to Managing the Sustainable Development of Ukraine’s Port System

Abstract

The article examines the principles of the systemic-universal approach to managing the sustainable development of Ukraine’s port system. The systemic-universal structure of mechanisms for sustainable port development management is revealed. The key principles of the systemic-universal approach to sustainable development management are presented, the implementation of which forms a systemic-universal governance framework. A three-level contemporary model of port management in Ukraine is identified and described. The article provides a systematization of the processes of integrating sustainable development management mechanisms within the port system. Based on the conducted research, the paper substantiates the need to establish a unified governance contour for the sustainable development of the state’s port system, which will serve as an institutional-economic platform for Ukraine’s integration into the European logistics and environmental space. The aim of the article is to explore the principles of the systemic-universal approach to managing the sustainable development of Ukraine’s port system. Research methods. The research methodology is based on a combination of systemic and comparative analysis, the institutional approach, and the generalization of international experience. A range of general and specific scientific methods was applied, including modelling, generalization, grouping, and optimization. Research results. The principles of the systemic-universal approach ensure the integrity and coherence of organizational, economic, environmental, and technological components of management; universality allows managerial decisions to be flexibly adapted to external and internal environmental changes. This facilitates the transition from fragmented to integrated management of the port system’s sustainable development, increasing its investment attractiveness and ecological safety under the conditions of the country’s European integration course. Conclusions. The expected effect from applying the principles of the systemic-universal approach to managing the sustainable development of Ukraine’s port system is substantiated and described through the lens of the concept “Resilient & Sustainable Port System of Ukraine.” These principles enhance the system’s energy efficiency, competitiveness, and integration into the Trans-European Transport Networks (TEN-T).
