Mechanism for forming intellectual and innovative determinants of regional development in the context of the creative economy

Abstract

The article examines the peculiarities of the mechanism for forming intellectual and innovative determinants of regional development. It is determined that the main purpose of the article is to develop a mechanism for forming intellectual and innovative determinants of regional development in the conditions of a creative economy.

The methodological basis of the study consists of systemic and institutional approaches, methods of comparative analysis and generalisation. It is substantiated that today in Ukraine, despite significant achievements in the use of the creative economy in regional development, there is a problem of low level of cooperation  between business and educational (scientific) institutions in the implementation of creative projects.

Based on the generalisation of theoretical achievements, it was established that the formation of such a mechanism is carried out on the basis of a systemic approach, a regional development methodology that contains principles, methods, functions, and scenario development that allow for the formation of directions for regulating regional processes. The main stages of forming a mechanism of intellectual and innovative determinants of regional development have been identified, which contain a sequence of measures that allow for the effective implementation of the formation and use of this mechanism.

The components of the mechanism for forming intellectual and innovative determinants of regional development have been improved, including principles, methods, tasks, subject-object components, and monitoring of the mechanism's effectiveness. The need to take into account the peculiarities of modern regional recovery and development, given the unfavourable security and economic situation in the country, has been substantiated.

The need to support small and medium-sized businesses at the local level, which are the basis for the development of the creative economy and the restoration of territorial development in the post-war period, has been proven. It has been established that today, the primary task for the regions of Ukraine is to restore the infrastructure of the affected territories with a view to further innovative development based on the implementation of creative economy.

The mechanism for forming intellectual and innovative determinants of regional development has been improved by identifying determinants that take into account the directions of the creative economy, which allows for expanding the analytical basis of the study.
