Assessment of foreign experience of state policy formation in the sphere of social protection

Abstract

Modern state policies of social protection play a decisive role in ensuring social stability and economic well-being of citizens. In the context of globalization and growing socio-economic challenges, such as population aging, migration processes and technological change, the effectiveness of national social protection systems is of critical importance. Evaluation of foreign experience provides a unique opportunity to understand how different countries adapt their strategies to changing conditions and requirements.

Purpose. The purpose of this study is a systematic comparative analysis of state social protection policies in different countries with the aim of identifying and analyzing the key components of success and identifying potential directions for optimizing domestic systems.

Materials and methods. The research is based on the analysis of secondary data collected from international databases, reports of international organizations, scientific publications and official statistical data of various countries. Using the method of comparative analysis allows you to identify effective practices and identify specific challenges faced by different social protection systems. Particular attention is paid to case studies, which consider in detail specific innovative programs of social protection.

Results. The results of the study indicate significant differences in approaches to social protection in different countries. The Nordic countries show a high level of universality and integrativeness of social programs, while the USA and India show more fragmented and segmented systems, with a large role of the private sector in the provision of social services. Special attention in the research is paid to the analysis of the effectiveness of the systems in the context of the impact on reducing the level of poverty and improving the quality of life of the population.

Conclusions. Recommendations for improving the social protection system in Ukraine were formulated on the basis of the received data. Among the proposals are the strengthening of universal access to basic social services, the optimization of financing mechanisms, and the introduction of innovative technologies in the field of social services. The recommendations are aimed at creating a more flexible and adaptive system capable of responding effectively to dynamic changes in the socio-economic environment.
