Abstract

The purpose of the article is to scientifically substantiate the relationship between the social security of a person and the state in the conditions of a full-scale war in Ukraine. Methods. Systemic and structural-functional methods were used, thanks to which the key patterns of the relationships between the social security of a person and the state were revealed. Using the methods of analysis and synthesis, scientific approaches to substantiating the fundamental provisions of ensuring social security in accordance with the nature of the needs of a person and the state were generalized. Methods of comparative analysis and systematization made it possible to identify and compare the impact of different types of military threats on the social security of a person and the state. Results. It is proven that the social security of a person and the state form a single interconnected system, within which the level of personal security affects the stability of social processes, and the effectiveness of state social policy determines the ability of the population to adapt in conditions of martial law. The main military threats are summarized (full-scale armed aggression and hostilities, systemic attacks on critical infrastructure facilities, damage and destruction of social infrastructure, mass migration and demographic losses, macroeconomic destabilization and inflation growth, loss of employment and decline in the well-being of the population, psychological and social destabilization of society, hybrid information influences and cyberattacks) and their consequences for ensuring human social security and the social security of the state. The cumulative effect of existential challenges at each level of social security and their mutual negative impact on the social system are substantiated. Conclusions. It is established that in conditions of full-scale war, human social security is not only an object of state social policy, but also a key tool for strengthening the social security of the state. The need for a comprehensive and systemic approach to updating the system of state regulation of the social sphere is due to the significant number and active growth of existential challenges, the security nature of which determines the need to revise the goals and objectives of social institutions.
