Mechanism of response of the economic security system to the dynamics of changes in the security environment

Abstract

Changes in the security environment in the world and around Ukraine require a thorough assessment of the economic situation in the country and a timely response to destabilizing factors. One of the indicators used to assess the ability of the Ukrainian economy to function in modern times is the level of economic security of the country. The constant complication of the security environment necessitates the formation of a holistic, systematic rational strategy for the country's economic development. Accordingly, in conditions of uncertainty in the security environment, the mechanism for responding to the dynamics of changes in the security environment acquires special importance.

The purpose of the article is to substantiate proposals regarding the objective necessity of using the response mechanism of the economic security system to the dynamics of changes in the security environment (hereinafter referred to as the Response Mechanism), the rational application of which is aimed at achieving (forming) a satisfactory state and level of economic security of the country in the long term in conditions of uncertainty.

The response mechanism, unlike existing mechanisms, takes into account: elements of scenario forecasting (Foresight); comprehensive assessment and forecasting of the level of economic security of the country; practical measures of the Recovery Plan, recovery coefficient. The response mechanism allows developing a concept for managing Ukraine's economic security in accordance with the needs of the post-war recovery of the national economy and declared target benchmarks harmonized with the EU countries.

The obtained scientific and applied results are aimed at developing new opportunities for state management of the state and level of economic security of the country and can be useful for practical use by developing countries that are in the stage of post-war recovery and are interested in forming an economic policy focused on advancement.
