Abstract

Enhancing the effectiveness of Ukraine’s national foreign economic potential (NFEP) is a prerequisite and a key factor in providing the resources needed to successfully address the complex socio-economic and political challenges of wartime and the period of post-war recovery and development.  The scientific basis for state programmes aimed at optimising the NFEP is a systematic theoretical analysis of its nature, structure, factors of effectiveness and measures to enhance it.

In the present day, the main focus of researchers studying the NFEP is on analysing it at the level of specific entities engaged in foreign economic activity: enterprises in specific sectors of the economy; regions of the country; and participants in interregional economic relations. The potential of specific types of foreign economic activity is analysed, in particular the export and import potential of enterprises; sectors of national economies; and international cooperation. However, the economic category of ‘national foreign economic potential’ is not yet an effective tool in contemporary economic research into foreign economic activity. The theoretical foundations for defining the essence and structure of the NFEP, its synergy, and the factors for achieving a positive synergistic effect in foreign economic activity have not been systematised.

The aim of the article is to substantiate, on the basis of a systemic-synergistic approach, the essence, multi-structural nature, and synergy of the national foreign economic potential.

NFEP, as a socio-economic system, is a structured set of opportunities and resources, the effective use of which ensures the achievement of the country’s foreign economic activity objectives; as an economic category, it is a system of socio-economic, organisational-economic and technical-technological relations linked to ensuring resource and performance synergy in the functioning and development of the foreign economic sector of the economy to achieve the maximum possible results of socio-economic development. The effectiveness of the foreign economic sector is based on the positive synergistic effect of its functioning as an integrated socio-economic system. Its resource optimisation and structural transformations are a key area for enhancing the effectiveness of foreign economic activity.
