Mechanisms of restructuring the manufacturing industry in the dimension of social welfare and export development

The purpose of the article is to substantiate the mechanisms of restructuring the processing industry as a support for solving the problems of satisfying the domestic needs of citizens, increasing their well-being and developing exports.
To achieve the set goal, the study used a number of general scientific and special methods, including: structural-functional analysis and economic-mathematical modeling - to determine the structure of mechanisms for ensuring practical actions regarding the restructuring of the processing industry and the formalization of these mechanisms; the method of system analysis - to consider the processing industry as a single complex ecosystem, where a change in one element (structure) affects all others; the abstract-logical method - to determine the cause-and-effect relationships between the directions of structure formation and social welfare without the influence of secondary factors; the method of comparative analysis (benchmarking) - to compare domestic practices with successful international practices (the experience of EU countries); a systemic approach - to develop recommendations for the use of mechanisms for restructuring the processing industry; logical generalization of results - to formulate conclusions.
The article develops a conceptual approach to the formation of mechanisms for restructuring the processing industry according to the principle of "Build Back Better and Greener", which is based on the systemic interaction of financial, regulatory, innovative, institutional and market components through the tools of economic engineering, which ensures the coordination of investment projects, target programs and institutional and regulatory transformations to achieve sustainable development goals, increase the well-being of the population and strengthen export potential.
A model of the policy for restructuring the processing industry in the war and post-war period is proposed, which combines tools for rapid response and long-term structural modernization based on centralized coordination, regional adaptation and mechanisms for partnership interaction between the state, business and international partners, ensuring the achievement of a double effect - strengthening domestic food and commodity security and creating prerequisites for export-oriented growth.
The theoretical and methodological approach to substantiating the relationship between the processes of structural formation and restructuring of the processing industry has been improved, which considers structural formation as a determining factor in the formation of clusters, value-added chains and innovation ecosystems that set the parameters of the functioning of financial, regulatory, innovation and institutional mechanisms for the development of the industry.
Scientific approaches to substantiating the impact of restructuring of the processing industry on socio-economic development have been developed, which allow establishing cause-and-effect relationships between structural transformations, employment levels, quality of life of the population, environmental safety and the formation of a competitive export potential of the state.
The restructuring policy of the processing industry should be pragmatic, fast-acting and focused on the dual effect: guaranteeing domestic food and commodity security/welfare while simultaneously building the foundation for sustainable export-oriented growth. This requires a strategic combination of instruments, a strong organizational framework, regional adaptation and a constant dialogue with business based on transparency and clear priorities for action.
