Problems of the Effectiveness of Public Financial Control in Budgetary Institutions

The article examines the current problems of the effectiveness of public financial control in budgetary institutions in Ukraine under the conditions of digital transformation, European integration, and post-war recovery. The relevance of the topic is determined by the need to improve the efficiency of public expenditure, ensure transparency and accountability in the sphere of public finance, and adapt the national control system to European standards.
The aim of the study is to assess the impact of existing mechanisms of public financial control on the legality, efficiency, and effectiveness of the use of budgetary funds in budgetary institutions, as well as to substantiate directions for improving the control system. The research employs general scientific and special methods, including analysis and synthesis, system approach, comparative analysis, generalization, and structural-logical modeling.
The paper reveals the economic essence of public financial control and its role in ensuring financial discipline in the budgetary sphere. The current state of control activities is analyzed, and key problems of its implementation are identified, including fragmentation of control procedures, insufficient coordination among control bodies, limited use of digital tools, and weaknesses in internal control within budgetary institutions.
Special attention is paid to the causes of financial violations, particularly low levels of financial accountability, weak preventive mechanisms, and insufficient development of risk-based approaches. The study examines the impact of digitalization, internal audit, and modern analytical tools on improving the effectiveness of public financial control.
International experience in organizing public financial control is summarized, based on the principles of independence, transparency, prevention, and integration of information systems, and possibilities for its adaptation to Ukrainian conditions are identified.
As a result, practical recommendations are substantiated for improving the public financial control system aimed at enhancing transparency, accountability, and efficiency in the management of public funds. Prospects for further research are related to the development of digital control platforms, improvement of risk-based models, and the creation of performance indicators for control procedures in the public sector.
