Organisations today face numerous challenges in managing change. The key role in this context is that of project management offices. The purpose of the article is to define an algorithm for building project management offices, taking into account modern challenges and needs of organisational development. The article focuses on the current context of organisational development in terms of managing changes and stakeholder needs in relation to the work of project management offices. The article uses the materials of a professional TPG study in the field of change management. In particular, according to the TPG study, 34% of organisations often face resistance from employees in the context of change management, and it is important to support changes at the top management level, which is recognised by 59% of respondents. This demonstrates the key role of managing expectations and transparency of processes, which is made possible through the structure of the project management office. The need for deeper integration of change management strategies into organisational processes through the project management office structure is indicated, especially through strengthening the role of management, optimising communication strategies and improving the effectiveness of staff training. The article presents the process of establishing a project management office, which includes several stages, namely, defining the main goals and functions, analysing stakeholders, developing structure and resources, developing processes and standards, implementing through pilot projects, scaling up and continuous monitoring of effectiveness. It is important to take into account feedback from teams and stakeholders to optimise the processes of the project management office. The effectiveness of the project management office depends on the ability to adapt to the needs of stakeholders and ensure support at all levels of the organisation. Continuously monitoring and improving processes through key performance indicators and other metrics ensures that the project management office remains relevant and effective in a dynamic business environment, helping organisations achieve strategic goals through effective project management. Future research will focus on the issue of setting up a system of key performance indicators for the development of a project management office.
