The evolution of formation, transformation and development of the non-governmental sector

The relevance of the study is due to the need to analyze the conditions, factors and cause-and-effect relationships of the formation of the non-governmental sector, to understand its role and vector of future development, taking into account the increase in the number of non-governmental organizations (NGOs), both at the international and local levels, and their active activity in the promotion of social change. The study of the historical development process of this sector will help to determine the best practices and approaches to the policy of activity and management of modern NGOs, to understand how evolutionary changes and challenges affect the work, sustainability and position of NGOs in society with the aim of forming future more effective management models. Purpose of the study is to analyze the evolution of the formation of the non-governmental sector, identify the key factors of changes in the sector and assess the role of NGOs in solving global challenges in the context of their growing influence. The following research methods were used: systematic approach, method of analysis, comparison and generalization. Information for the research was used from domestic and foreign scientific publications, monographs and official sources of individual organizations. Results of the study demonstrated the key factors of the transformation of the non-governmental sector, made it possible to assess how its evolution affected society, state policy and international relations, as well as to find out how the relationship between NGOs and other sectors, such as the government, the private economic sector, was changing. Conclusions emphasize the importance of analyzing and evaluating the functioning of the non-governmental sector through the prism of its historical development from the emergence of the concept of «civil society» to the formation of its institutions, which are independent of the state and are guided in their activities by non-commercial goals aimed at economic, ecological and social development. That is why the study of the evolution of the formation of the non-governmental sector is the basis for building a modern policy for its effective functioning.
