Conceptual Foundations for Formulating IT Outsourcing Development Strategy in the Context of Digital Transformation

The relevance of this study lies in the fact that, under modern globalization and the rapid development of information technology, effective management of IT resources has become extremely important for ensuring sustainable competitive development of enterprises. In recent decades, the information technology industry has demonstrated some of the highest growth rates in the global economy, driven by continuous innovation and changes in the technological environment. IT outsourcing has become a key tool for reducing costs and improving the efficiency of IT departments. As internal optimization opportunities have been exhausted, outsourcing provides businesses with the chance to attract highly qualified external resources, which reduces IT infrastructure costs and allows focusing on strategic development areas. The aim of this study is to substantiate the conceptual foundations of formulating a development strategy for IT outsourcing in the context of digital transformation.
The study employs methods such as analysis and synthesis, deduction, generalization, and statistical analysis. The results show the importance and strategic significance of IT outsourcing as a management tool that ensures effective use of external resources for performing specific functions that the company cannot carry out on its own. The research confirmed that IT outsourcing can significantly reduce costs, increase productivity, and provide access to highly qualified specialists. However, alongside these advantages, there are serious risks, including loss of control over critical business processes, instability of suppliers, and reduced service quality. The study found that IT outsourcing encompasses various phases of relationships. As a result of the research, key recommendations for the successful development of IT outsourcing were identified, and further research is recommended to focus on the effectiveness of complex outsourcing models, parameters of interaction between suppliers and clients, development of supplier selection algorithms, and criteria for evaluating cooperation effectiveness.
Thus, the conclusions of this study emphasize the need to develop strategies for effective use of IT outsourcing based on detailed analysis of costs and benefits, clear contracts, and effective management of interactions between outsourcing relationship participants.
