Prospects for Implementing Foreign Risk Management Experience in Ukrainian Defense Procurement Legislation

Abstract

The article analyzes foreign experience in risk management (NATO, US, EU countries) with a view to adapting it to Ukrainian legislation on defense procurement. The study outlines the main challenges: corruption, weak supplier control, and lack of IT tools, which is especially critical in martial law. It is proposed to create a risk register at all stages of procurement processes, to intensify procurement automation and to enhance staff training to ensure speed and transparency of procedures. Despite the tangible progress (approximately 30-40% of procedures have already been harmonized with NATO standards), it is advisable to strengthen domestic audit by creating clear evaluation criteria to achieve full compliance with international requirements and thus increase Ukraine's defense capability.
