Crisis Innovations: Transformation of Ukraine’s Motor Transport under the Impact of War

Abstract

The article highlights the innovative development of Ukraine’s road transport sector under martial law as a critically important direction for ensuring the resilience and efficiency of the national transport system. The relevance of the topic is driven by the radical transformation of logistics chains, the destruction of infrastructure, increased security risks, and the need to adapt the industry to a crisis environment.

The purpose of the study is to theoretically substantiate the transformational processes in the road transport sector during wartime, to identify innovative practices that support the stable functioning of the industry, and to determine their potential for post-war recovery.

A comprehensive research approach was applied, combining the analysis of current academic sources, monographic studies, practical experience of Ukrainian transport enterprises, the use of SWOT analysis, and the development of an original analytical model for three-dimensional evaluation of innovation activity, potential, and effectiveness.

The results of the study indicate that under martial law, there is an accelerated implementation of digital solutions (including GIS technologies, integrated resource management systems, and logistics platforms), reorganization of transport flows, the emergence of new mobility management approaches, and the integration of risk management tools into the daily operations of transport enterprises. The study proposes an integral index for assessing the innovative effectiveness of transport, which can serve as an analytical tool for strategic planning in an unstable environment.

It is concluded that the implementation of adaptive innovations in the field of road transport is not only an urgent necessity but also a strategic prerequisite for the effective recovery of the national economy. In this context, the role of a targeted state policy aimed at supporting innovation processes, promoting digital transformation of the transport system, and strengthening its infrastructure resilience is of paramount importance.
