Abstract

The article examines financial monitoring as a key tool for risk management in insurance organizations. In the context of growing financial threats, toughening regulatory requirements and financial market transformations, the authors emphasize the importance of implementing a risk-based approach and integrating financial monitoring into the overall corporate management system. Particular attention is paid to the specifics of financial monitoring in the insurance sector, its role in identifying and preventing suspicious financial transactions. It has been demonstrated that an effective financial monitoring system helps not only to comply with regulatory requirements, but also to protect financial organizations from financial losses, reputational risks and legal consequences related to money laundering and terrorist financing (hereinafter referred to as ML/TF).

Special attention is focused on the importance of a risk-based approach in martial law, when financial institutions must respond quickly to new challenges, adapt control systems and effectively allocate resources to counter financial threats. It is highlighted that such an approach is a regulatory requirement and a strategic tool for maintaining financial stability, protecting client rights and ensuring national security.

The authors analyze current challenges, particularly insufficient automation of processes, shortage of qualified personnel and fragmented integration with other risk management services. The authors offer a set of practical recommendations for improving financial monitoring, including the use of innovative technologies, increasing the level of internal control, developing training programs for staff, and adapting international standards to the national context.

The emphasis is placed on effective implementation of financial monitoring and a risk-based approach requires regulatory support and a culture of risk management in the institutions themselves. This involves a comprehensive approach to staff training, increasing internal responsibility for the compliance function, and building a system of internal controls that adapts to dynamic market conditions and changes in the legislative landscape.

    Overall, the study results aim to improve the effectiveness of financial monitoring in an insurance organization, promoting stability, transparency and long-term competitiveness.
