Abstract

The article examines organizational and economic instruments, including participatory governance, development agencies, strategic planning, tax incentives, grant funding, and marketing management, as important mechanisms for increasing the attractiveness of rural communities in the context of a transformational economy, decentralization, military operations, digitalization, and Ukraine’s European integration. The relevance of the topic is substantiated in the context of worsening socio-economic disparities, rural depopulation, labor migration, infrastructure inequality and institutional weakness at the local level.

The purpose of the study is to systematize organizational and economic instruments and to comprehensively assess their effectiveness (institutional, social, managerial and investment components) in achieving an increase in the attractiveness of rural territorial communities (hereinafter referred to as TCs) in the context of martial law, decentralization and limited resource potential.

The study applies a comprehensive approach: analysis of scientific sources, comparison of domestic and foreign practices, classification analysis of organizational and economic instruments, generalization of the expected effects of their application, structural and logical modeling of the scheme for assessing the economic security of communities, in particular, using indicative, integral, expert, statistical, monitoring approaches, SWOT and PESTELI-FAMILY(Y) analysis.

The results systematize the main tools for the development of rural communities. In particular, the organizational tools include participatory governance, creation of development agencies, formation of social capital, strategic planning, inter-municipal cooperation, and digitalization of governance. The economic instruments include grant funding, public-private partnerships (hereinafter referred to as PPPs), tax incentives, business incubators, marketing management, and economic security assessment tools. The author also proposes a generalized scheme of methods for determining the security of TS, which includes indicative, integral, expert, statistical, monitoring approaches, SWOT and PESTELI-FAMILY(Y) analysis, and mathematical modeling.

The conclusions state that the results obtained are of practical importance for managers, local governments, experts and donor organizations. The use of a comprehensive set of organizational and economic tools can create conditions for sustainable development of communities, increase their competitiveness and integration into the European governance space.
