Abstract

The article explores the aspects of stimulating the development of value-added chains in the livestock sector and their processing through the involvement of public-private partnerships. The relevance of the research is driven by the urgent need to establish new models of cooperation between the state and the private sector, capable of ensuring the sustainable development of the livestock industry, increasing the output of highly processed products, expanding infrastructure, raising employment levels in rural areas, and integrating Ukraine's agricultural sector into global markets. The study aims to substantiate the theoretical and methodological foundations for involving PPP in the development of value-added chains in the livestock sector and its processing in Ukraine, as well as to define strategic guidelines for forming an effective model of public-private cooperation in the context of agrarian modernization and European integration.

The study presents a comprehensive analytical assessment of the role of PPP in modernizing the agricultural sector, particularly in forming effective production-processing clusters, developing logistical infrastructure, and ensuring high competitiveness of agri-food products. It is substantiated that PPP is an effective mechanism for mobilizing investment resources, minimizing risks, and achieving synergy between the strategic goals of the state and the interests of business. The essence of PPP is analyzed considering international experience, mainly European and global approaches to implementing joint initiatives in infrastructure, processing, and the export of animal products. The application of PPP in livestock farming has been identified as a means to stimulate the production of high-value-added products, promote the formation of both short and extended supply chains, and ensure the transparency, traceability, and standardization of agricultural products.

The study of public-private sector interaction allowed for the identification of key directions for institutional modernization required for the large-scale implementation of PPP in agricultural production: improvement of the legislative framework, development of project financing, formation of specialized agencies, and enhancement of the competencies of partnership participants. The advantages of PPP in the livestock sector for the state, business, and the national economy are systematized. The strategic focus of partnership on value creation, innovation, and social responsibility forms the basis for the long-term modernization of Ukrainian livestock production and the effective transformation of the agricultural value chain.
