Investment attractiveness of Ukraine’s regions in the context of decentralization and economic recovery

In the context of decentralization and post-war economic recovery in Ukraine, the issue of increasing the investment attractiveness of regions is becoming particularly relevant. Investments are becoming the main source of economic modernization, infrastructure development, and strengthening the competitive positions of territories. The study aims to identify the main factors of investment attractiveness of regions, conduct a comparative analysis of their potential, and formulate practical recommendations for creating an effective investment environment.
The purpose of the article is to conduct a comprehensive assessment of the investment attractiveness of Ukraine’s regions, taking into account decentralization and economic recovery, to identify regional differences, and to develop a roadmap for increasing investment activity.
The study uses a systematic approach, comparative analysis, graphical visualization, and generalization. The information base consists of official statistical data and the works of foreign and domestic researchers.
The results of the study present a comprehensive assessment of the impact of decentralization processes on changes in the investment climate in the regions; outline the dynamics of foreign direct investment in Ukraine over the last period; and provide a rating assessment of regions in terms of their investment attractiveness, taking into account their advantages and challenges. A roadmap has been developed for creating an investment-attractive regional environment in the context of decentralization and economic recovery. It covers the following stages of implementation: assessing the investment potential of the region; identifying the main barriers to attracting capital; developing local incentives for investors; forming an effective territorial marketing strategy; developing public-private partnerships; and introducing effective mechanisms for monitoring and evaluating results.
The conclusions indicate that the proposed approach makes it possible to take into account both the structural characteristics of the regions and the context of decentralization and post-war economic transformation. The results of the study can be used by state and local authorities to improve the effectiveness of strategic planning, create conditions for attracting investment, and stimulate regional development.
