Intelligent and Digital Technologies for Water Resources Management in Ukraine in the Context of Post-War Recovery

The post-war recovery of Ukraine opens opportunities for the modernization and optimization of water resource management systems through the implementation of intelligent and digital technologies. This necessity arises from significant damage to water infrastructure caused by military operations, as well as pre-existing issues such as inefficient resource allocation, water pollution, and the impacts of climate change. Integrating modern technologies during Ukraine’s reconstruction can not only restore water supply systems but also make them more resilient, adaptive, and sustainable.
The aim of this study is to examine the role of intelligent and digital technologies in water resource management during Ukraine’s post-war recovery.
Methods: analysis of scientific literature, comparison, generalization, and systematization.
The results of the study reveal the transformative potential of these technologies. GIS platforms provide precise spatial analysis for planning and monitoring restoration projects, while IoT technologies enable real-time tracking of water quality and infrastructure performance. Machine learning models support predictive analytics, allowing early detection of potential issues such as contamination or supply disruptions. Blockchain technology enhances governance by ensuring secure and transparent record-keeping of water use, funding, and compliance monitoring. Case studies from countries like the Netherlands and Singapore demonstrate the successful implementation of these solutions, offering a benchmark for Ukraine’s recovery strategy.
The conclusion of this research is that intelligent and digital technologies are indispensable tools for managing water resources in post-war Ukraine. Their integration requires addressing challenges such as fragmented data, limited technical resources, and financial constraints. However, with strategic investments, international collaboration, and capacity-building measures, Ukraine can overcome these barriers and set a new standard for sustainable water resource management.
