Concept of inclusive entrepreneurship development: evolution, theoretical foundations and strategic implications for ukraine

The article is devoted to the study of the concept of inclusive entrepreneurship development as a response to the global challenges of today – growing inequality, social exclusion, and instability of economic processes. The main objective is the theoretical justification of the principles of inclusive entrepreneurship, analysis of its evolution, and identification of strategic implications for implementing inclusiveness in Ukraine’s economy under turbulence caused by war and crisis shocks. A comprehensive set of methodological approaches is applied: historical-retrospective analysis – to trace the formation of the “inclusive development” concept; comparative analysis – to examine EU practices in strategic management; system-structural approach – to generalize models of combining inclusiveness with entrepreneurship; SWOT analysis – to assess strengths, weaknesses, opportunities, and threats for development in Ukraine. Visualization methods are additionally employed to illustrate the chronological evolution of inclusiveness policies in Europe. The research proves that inclusive development and entrepreneurship are interrelated: inclusiveness creates conditions for broader participation in business, while entrepreneurship acts as a mechanism for implementing inclusiveness principles. Key models of support are identified: educational programs, infrastructural assistance, microfinance for vulnerable groups, and initiatives to promote equality in the business environment. European experience demonstrates that these approaches reduce poverty levels and gender gaps in entrepreneurial activity. The SWOT analysis for Ukraine revealed strengths (human and digital potential, international support), weaknesses (infrastructure destruction, instability, demographic losses), opportunities (post-war reconstruction, European integration, trade development), and threats (military risks, external dependence, lack of resources). Inclusive entrepreneurship is defined as a key factor in shaping more equitable and sustainable development. For Ukraine, it is particularly relevant in the context of post-war reconstruction and European integration. The need to integrate inclusiveness principles into national strategies is emphasized, with adaptation of successful EU instruments (microfinance, incubators, support networks). The practical significance lies in recommendations for public policy and business on the implementation of inclusive mechanisms capable of enhancing socio-economic cohesion and strengthening the resilience of the economy to future challenges.
