Abstract

This article examines the role of public-private partnership (PPP) as a tool for the post-war reconstruction of Ukraine, particularly based on European experience. The relevance of the topic is driven by the urgent need to restore infrastructure, the economy, and social institutions following the devastating consequences of the full-scale war. The purpose of the study is to analyze the opportunities and challenges of implementing PPP in Ukraine, as well as to adapt European models to domestic conditions.

The authors explore the theoretical foundations of PPP, its development history worldwide and in Ukraine, and analyze the current state of PPP implementation in the country. Special attention is given to the potential for attracting foreign investors through PPP mechanisms and promising investment areas such as transport infrastructure, energy, housing and communal services, healthcare, education, and digital infrastructure.

The methodological basis of the study is a comprehensive approach applying institutional and systems economic theory, statistical and graphical analysis, comparative-analytical and structural-functional methods, ensuring objectivity of conclusions and effectiveness of practical recommendations.

The study emphasizes that PPP can become a key instrument for mobilizing financial resources, technologies, and management expertise necessary for Ukraine’s reconstruction.

Successful PPP implementation in Ukraine will require a clear regulatory framework, adequate risk management, and active involvement of all stakeholders. Defining a balance between public and private interests is critically important to ensure sustainable development and recovery after the war. The experience of other European countries can serve as an important resource for optimizing PPP mechanisms in Ukraine, particularly through the adaptation of best practices and the introduction of innovative approaches in partnership processes.

To successfully implement PPP in Ukraine, it is necessary to improve the legal framework, develop the institutional environment, and ensure political support.

The research results may be useful for the Ukrainian government, international organizations, and the private sector when developing post-war reconstruction strategies.
