Abstract

Green bonds are an effective financial instrument that can stimulate the sustainable development of Ukrainian cities, providing a synergistic economic and environmental benefit. The purpose of this study is to assess the economic efficiency of implementing green bonds in Ukraine's local budgets and analyze their impact on the development of municipal infrastructure, energy efficiency, and environmental sustainability of communities.

The work employs a systematic approach to analysis, involving a comparative assessment of real cases, a documentary analysis of public reports and press releases from international financial institutions, as well as an analytical summary of data on green bond issues in Ukrainian cities and state structures.

The study found that green bonds have a multiplier effect on local budgets, as they contribute to reducing energy costs, modernizing municipal infrastructure, reducing greenhouse gas emissions, enhancing resource management efficiency, and attracting international financing. The analysis of specific examples showed that the reconstruction of public transport and the modernization of heating networks generate direct economic benefits at the local level. At the same time, the study outlined the risks associated with administrative capacity, the need for co-financing, political changes and reputational challenges that require the introduction of transparent procedures and guarantee mechanisms.

Thus, green bonds in Ukraine are gradually establishing themselves as an effective financial instrument for local budgets. Scaling up green bonds will contribute to Ukraine’s integration into the global green finance market and stimulate long-term economic and environmental stability of territorial communities. Prospects for further research include developing models to assess the socio-economic impact of projects financed by green bonds, as well as adapting the most successful international practices to local conditions.
