Abstract

The article contributes to the academic discourse by human capital as a dynamic resource that forms the basis of national stability an is a central element of the future reconstruction of the state. Methods. To achieve the set goal, the following methods were used: structuring, generalization of the obtained data, abstract-logical, comparative and systemic analysis. Results. The results of the study analyzed the state of human capital in Ukraine during a full-scale war. The theoretical foundations of human capital in conditions of military conflict were considered, and the need to expand traditional definitions to include psychological, social, and cultural aspects in understanding the category of «human capital» was substantiated. The analysis covers both deep challenges, including direct demographic losses, mass migration, degradation of educational infrastructure, long-term economic consequences of psychological trauma, and the achievements them selves: streng then self-identity, social consolidation, and innovation in individual sectors.A forward-looking view is provided detailing post-war recovery strategies based on a critical analysis of domestic initiatives and international experience. Conclusions. The conclusions state that the war in Ukraine has allowed us to identify a number of strategic measures for restoring human capital in the post-war period. The seincludeprioritizing mental health, strategic migration management, people-centered reconstruction, supporting life long learning, etc.
