Providing social housing to the population and developing the residential real estate market in Ukraine, considering national security guidelines

The article substantiates the theoretical and methodological principles for the formation and implementation of the housing provision system in the context of Ukraine's national security, under martial law, and in the conditions of post-war recovery. The main factors influencing the transformation of housing policy are identified. The current state of the residential real estate market is analyzed, which is gradually recovering due to the adaptation of the construction sector, the activation of preferential lending programs, and rising population investment motivation. It is noted that the recovery of the primary market is faster than that of the secondary one due to the completion of previously started projects and the return of investor interest in relatively safe regions. The work presents a conceptual framework for developing the social housing system as a tool to ensure national stability, social cohesion, and regional recovery. It is substantiated that an effective housing policy should be based on the principles of targeting, transparency, decentralization, and partnership between the state, communities, and the private sector. The mechanisms for combining the social function of housing with the objectives of economic growth, including attracting investment, developing infrastructure, and stimulating the construction industry, have been identified.
In addition, directions for improving state policy in housing provision that consider national security challenges, through the development of sustainable communities and the creation of a safe living environment, have been specified. It is concluded that further recovery of the residential real estate market in Ukraine is possible only if economic incentives, social support for the population, and strategic resource management are combined within the overall state reconstruction system. In general, the residential real estate market in Ukraine is recovering, adapting to wartime conditions and receiving support from state programs. However, the complete restoration of pre-war sales volumes in the secondary market will depend on overall economic stabilization and the country's security situation.
