Inclusive Social Housing as a Strategic Instrument for Achieving Sustainable Development Goals (SDGs)

Abstract

The objective of the article is to determine the role and strategic significance of inclusive social housing as an effective instrument for promoting the achievement of the Sustainable Development Goals (SDGs) and stabilizing public life in Ukraine, given the exacerbation of the housing crisis and the growing needs of vulnerable population groups (Internally Displaced Persons (IDPs), people with disabilities).

Methods. The research is based on a systematic analysis of scientific works by domestic and international scholars on social housing and the SDGs. Comparative analysis methods were used to study international experience (the Netherlands, Denmark, and Austria), and classification and synthesis methods were applied to substantiate the key characteristics and potential benefits of inclusive housing. A strategic approach was employed to determine the direct and indirect impact of this instrument on the social, economic, and environmental components of sustainable development.

Results. It was found that existing scientific approaches do not offer a holistic operational model for integrating inclusion principles into Ukraine's housing policy, and there is a lack of an indicator system to assess the strategic role of social housing as an SDG instrument. Based on synthesis, inclusive social housing is defined as a holistic environment characterized by equality of rights, architectural and economic accessibility, barrier-free design, and social cohesion. It is substantiated that its scaling up generates socio-humanitarian (IDP integration), financial (construction stimulation), and environmental (energy efficiency) benefits. Inclusive social housing is established to directly contribute to achieving the SDGs.

Conclusions. Inclusive social housing is gaining importance not only as a social instrument but also as a strategic catalyst for stabilizing public life and accelerating achievement of the SDGs in Ukraine within the context of post-war recovery. Scaling up this type of housing represents a strategic investment in forming a sustainable, cohesive, and environmentally responsible society. Future research prospects lie in developing concrete mechanisms for realizing this potential.
