Innovative economic transformation is the driving force behind of economic development, and Ukraine has great potential in this area. To accelerating economic development and post-war reconstruction, it is important to find effective ways to support innovative projects and initiatives.

The results of the study are an analysis of the main challenges and limitations of Ukraine's innovation development, as well as the formulation of strategies and reforms in this area.

Results. The importance of a systemic innovation policy lies in the development and implementation of priority areas for the development of science and innovation focused on achieving the Sustainable Development Goals, taking into account specific technologies or dimensions of sustainable development. In the context of limited resources, it is necessary to prioritise innovations. This task is proposed to be solved by conceptualising the link between sustainable development and security. Based on the results of the assessment of the current state and forecasting, it is possible to identify the most problematic components of the national system of ‘sustainable development - security’, taking into account both current and expected problems.

In addition, the conceptualisation of the link between sustainable development and security helps to systematise the approach to the development of innovation, which allows for more efficient use of available resources, minimisation of risks and achievement of the goals in the field of sustainable development and national security.

Conclusions. Improving the business climate, attracting investment, promoting international cooperation and creating a favourable legal environment are indeed important elements for the successful development of innovative entrepreneurship in Ukraine. Using the positive experience of other countries, creating a favourable business climate, attracting investment, promoting international cooperation and ensuring a favourable legal environment are key elements to achieve these goals.
