The article analyzes the transformational processes taking place in the wine industry of Ukraine under the influence of changes in the geopolitical situation, legislative framework, and climate. The relevance of the study lies in the need to modernize the wine sector in line with global and European standards, as well as the need to restore and develop wine enterprises during wartime. The purpose of the study is to explore current trends and challenges in the development of the Ukrainian wine industry and to determine the prospects for its post-war recovery and sustainable growth. The methodology of the research is based on the analysis of official statistical data, legislative changes, and practical experience of small wine producers in Ukraine. A comparative approach was used to assess the structure of the industry before and after 2014, including the role of Crimea, and the growth of the craft wine segment. Regional expansion of grape growing and winemaking due to climate change is highlighted as a strategic opportunity for northern regions. The study also considers institutional and market reforms that facilitated the emergence of small-scale wine enterprises, focusing on the simplification of licensing procedures. The results indicate a significant shift in the wine industry towards decentralization, the growth of the craft wine sector, and the increase in regional diversity. A key role is played by the new legal framework, particularly the Law of Ukraine No. 9139, which harmonizes domestic legislation with EU standards and enables the development of small producers. The war accelerated the reorientation of markets, enhanced consumer interest in domestic wine products, and opened new opportunities for export to the EU, North America, and Asia-Pacific regions. Statistical data show a steady increase in the number of small producers and the emergence of new geographic indications such as Bessarabia and Transcarpathia. The practical value of the study lies in formulating recommendations for strategic planning in the wine industry, including the promotion of wine tourism, support for climate-adapted viticulture, and integration of Ukrainian producers into the global market. The findings emphasize that the wine sector can become a driver for regional economic recovery. These results can be useful for policymakers, entrepreneurs, and researchers aiming to support the sustainable development of the wine industry in Ukraine and enhance its competitive positions internationally. The practical significance of the results obtained lies in the possibility of their use by regional authorities to develop programs for supporting small agribusiness and by winemaking enterprises to optimize their export strategies in the face of European integration and post-war economic recovery.
