Abstract

Artificial intelligence is becoming one of the key factors in the digital transformation of the economy and management. In Ukraine, the processes of its implementation take place in conditions of high uncertainty and military challenges, which complicates not only the practical application of these technologies, but also their objective assessment.

The article is devoted to the development and testing of a methodological approach to multidimensional socio-economic diagnostics of the readiness and effects of the implementation of artificial intelligence in Ukraine in conditions of limited official statistical base. The purpose of the study is a comprehensive assessment of the state, areas of use, barriers and effectiveness of the implementation of artificial intelligence technologies in the national economy based on a combination of statistical analysis and digital survey tools.

The paper uses descriptive statistics, dynamics analysis, comparative analysis, as well as multidimensional statistics methods. The official statistical base on the use of artificial intelligence technologies in Ukraine by type of economic activity is analyzed. Based on the developed conceptual model, a questionnaire “Study of the Status and Prospects of the Implementation of Artificial Intelligence in Ukraine” was formed and an online survey was conducted in November 2025. The empirical basis of the study is the responses of 100 respondents from various professional fields.

The differentiated nature of the spread of AI technologies in the economy of Ukraine was revealed, in particular, the growth of their use in the field of telecommunications and unstable dynamics in the field of professional, scientific and technical activities. The survey results identified key barriers to the implementation of AI, among which the shortage of qualified personnel and insufficient state support dominate, and the main expected economic and organizational effects were also outlined. An approach to the formation of a system of integral indices for assessing readiness, digital maturity, effects and limitations of the implementation of AI is proposed.

The feasibility of using digital survey tools as an important addition to official statistics for forming an information and analytical base for management decisions in the field of digital transformation and state policy for the development of AI has been proven.
