Developing state–business interaction strategies to strengthen food security under global challenges

Abstract

The article examines the theoretical and methodological principles for developing strategies of socio-economic interaction between the state and business to ensure food security in the context of global challenges. The purpose of the study is to develop a comprehensive system of interaction strategies between the state and business aimed at enhancing the resilience of agri-food systems amid climatic, economic, and geopolitical transformations. The research methodology is based on a systems approach and employs methods of scientific abstraction, analysis and synthesis, comparative analysis, as well as structural-functional and institutional analysis to identify relationships among the key elements of the food system. The study results in the development of a holistic system of strategies for socio-economic interaction between the state and business, covering four key levels of the agri-food system: support for the production process, primary production, distribution and supply, and food consumption. Key strategic directions are substantiated, including the development of agroecology, technological modernization, improvement of risk monitoring systems, strengthening institutional cooperation, support for innovation, ensuring food safety, diversification of supply chains, development of local markets, enhancement of food accessibility, and reinforcement of social protection. The study also identifies key drivers of interaction that ensure synergy between state regulation and business activity. It demonstrates that effective collaboration between the state and business is a decisive factor in building sustainable agri-food systems. The proposed strategic framework integrates economic, institutional, and innovation mechanisms, enhances the adaptability of food systems to global challenges, and creates the foundation for long-term food security and socio-economic stability.
